The tower was built to strengthen the defences where the fortifications meet the approach from the north near the Skurda River channel. Its thick stone walls and elevated position allowed it to serve as a watchtower during periods of military threat.

The tower's name is associated with the bell historically used to sound alarms. The tower is visible from the streets near the northern end of the Old Town and from outside the walls near the River Gate. Visitors can view the exterior and its relationship to the surrounding walls while walking through the area.

The tower forms part of the broader fortification system extending from the waterfront gates up the hillside to the San Giovanni fortress. It is within the UNESCO-listed zone. The northern wall section provides a less-visited stretch of the fortifications compared to the main western waterfront side.
